The civic body has cancelled its plan to set up the proposed 180-tonne waste-to-energy plant and is instead planning to start the unit in two phases - first, by setting up a facility to treat 100 tonnes of garbage and in the second start treating the remaining 80 tonnes, provided the first one is successful.
